Cell phone call from Europe to California help!!!?

So to basically just tell you guys what I need help with is... The fact that I am trying to reach one of my friends cellphones in California(US) while I am in Stockholm(Sweden) and I know the area code is 650 of where this person lives. But how do you dial the number so that it works? Anybody pls help me I need help :(
